95 Rodeo, 1st gear will not kick in....

When I put it into drive, 1st gear winds up and takes forever to go into 2nd gear Once it gets going it goes into other gears ok, and reverse is fine.
When this first started the transmission fluid was nearly dry, (after my daughter had driven it for a few months without checking any fluids). :nono:
My concern is the shop I called, that was recommended, said it was probably just low on fluid and they would need to put it up on a rack to check the fluid. I told him it had a dip stick in the engine, he said to just bring it in and they would check it.
