2004 Passat Headlamp adjustment

I have a 2004 Passat GLS that I took in for service and was told by my dealership the headlamps could not be adjusted becuse the adjustment mechanisms (both sides) was stripped out. The whole assembly runs about $500 ea.
Anyone have any ideas?
