Need Help With Washer Fluid Issue

Hi, I just bought a Del Sol from this guy (who claimed to be a mechanic) who obviously knew I didn't know jack about cars because he took me for a bit of a ride.

I had to replace the spray nozzles for the windshield washer fluid, which he said he removed because he didn't like how they looked. He told me all I had to do was screw the new nozzles on and plug the hoses right in. Only after I did this (very easy) did I become confused because I couldn't see anywhere that the hoses led to, certainly not the tank that holds the washer fluid.

Long story short my boyfriend looked at it and he thinks that there is supposed to be a pump there that is missing between the tank that holds the fluid and the hoses that plug into the spray nozzles.

Can someone tell me what's missing that I need and if this is something I can repair myself (or along with my boyfriend) if I have a repair manual?
