03 Monte SS - 2 different noises & paint

1. When I start my car there is a sucking sound comming from an area under the hood infront of the steering wheel. I checked and replaced the air filter and cabin air filter but it still happens. Anyone have any ideas?

2. When accelerating,the car has a whiny noise, which seems louder if I am turning and accelerating. I have no clus on this one, as I am not really great with cars yet.

3. One off topic problem: my car is starting to rust around the wheel wells in a few small spots about the size of golf balls. I was told if I take a grinder and get the rust off and a little of the surrounding paint, and then put a flat black Rust-Oleum over it, that area should stay relatively rust free. Will that work, or is there a better way besides taking it to a paint shop?

1) My Best Guess on Sucking sound would be just the intake on cold start (Like mine here, (Just ignore the brake portion of vid, was documenting clunking in brakes): http://s232.photobucket.com/albums/ee46/MaImpala/?action=view&current=100_5356.flv )

2) Possibly a Noisy Power steering Pump Like Mine or it's low on Fluid. ( you can hear my Noisy Pump in this video: http://s232.photobucket.com/albums/ee46/MaImpala/2002%20Impala/?action=view&current=100_4860.flv )

3) I'd Clean it up as suggested, but I'd prime it, and get some spray touchup paint over it, then some clear.

Those are the exact noises I am getting. Is there anything i can do for issue #1?

Im not sure honestly, Mine got louder with the K&N Filter I put in, and will get even louder with a Cold air intake soon enough. But I don't know how you could make it queiter.
