87 190e fan problem

My heater fan runs on high all the time and the manual switch does not work. The only way to shut of the fan is to select off on the push button controls that direct the air flow. Is the problem the fan control or is there an other problem? Thanks for any help.

you will need a wiring diagram, start tracing the voltage.
