08/09 scraping noise

It happened in my 08 Lancer ES, and it's the same in the 09 Ralliart. It's when you first start driving...like first 20 feet. It's just a quick scraping noise, like something hard plastic dragging on the ground for a second.

anyone have ideas? it happens prettymuch every time.
