Unknown Kit Car?

Here are two cars I spotted in Victoria, BC, Canada. It looks like a Fiero kit car, but at the same time it gives the appearance of a production vehicle. The rims are identical, there looks like two different trim levels. The rear end of this extends out 6 more inches then a Fiero, and the hood has a hump over the wheel wells. It looks like it could be wider. Can anyone help me out? I've been trying to solve this mystery for nine years, but never took the photos online.
