1990 n13 pulsar

hi there

i am having some problems with my 1990 n13 pulsar this problem is that the air-conditioning and windscreen wipers only work when the ignition is turned once when i fully start the car the air-conditioning and windscreen wipers wont operate, then when i turn the car to accessories the work. could someone please be able to help me with this problem.
