Electrical Gremlins - '96 GA 2.4L 4DR

I've been given a '96 Grand Am with a few problems I'm trying to work through.
While driving, I've noticed that the blower/heater fan turns on and off randomly. I've also noticed that the power to the radio turns off and on. In fact, the security feature has been enabled, and the radio shows "LOC" when the power comes on. I think the cooling fan in the engine compartment is also cycling on and off repeatedly, because it's noisy when it comes on.
On the other hand, when the blower fan comes on, I still don't get power to the radio. So, it doesn't seem like a common ground or connector. It all seems very random.
I was leaning toward some kind of ground problem, or some kind of relay, or a combination. All the fuses seem to be in good shape.
We are going to be "restoring" this car as a first car for my sons, so I'd like to get this fixed up.
Where do I start diagnosing this? And, where are the grounds so that I can clean them and make sure they are connected properly?
