lighting upgrade

Has anyone upgraded the headlights ? I have the HB4/9006 bulbs in it, but the lumination is pretty lousy.
I've seen PA headlights for sale with H4 bulbs, but for $450 a pair it seems pretty expensive.
Also I've read that you can modify HB3/9005 bulbs to fit, but wouldn't that be blinding?

So far, I've tried GE NightHawk lamps, which didn't make a bit of difference and have had Sylvania SilverStar Ultra lamps for the past 3 years. They made a small difference at first, but it seems they are starting to get dimmer. I will be looking into HIR bulbs next. The illumination on these cars is extremely poor.
