There's a tsb:
SERVICE TIP - POWER STEERING OIL PUMP
WHINE NOISE
DESCRIPTION:
Before replacing a power steering oil pump for a "whine" noise condition, check the oil
pump reservoir filter screen for contamination. If the filter screen at the bottom of the oil
pump reservoir is clogged, it may cause the pump to aerate and cause a "whine" noise.
If the filter screen is clogged, replace the reservoir and reconfirm the condition.
The photo below shows the location of the screen in the reservoir.
NOTE: For proper inspection of the screen, it may be necessary to empty the
power steering oil pump reservoir.

Thanks for the info. I will look at the screen filter today. However, the pump pulley actually stops for a few seconds while the belt keeps turning. When the pulley stops turning that is when the "squealling" noise happens.

hey sprocket, tighten ALL the belts not just the p/s belt. The p/s belt is driven by the water pump/alt belt. If that one is loose it will cause the exact symptoms that you are describing.
