Shuttering around 1500 rpms

I have a 92 legend and there is a slight vibration around 1500 rpms in both first and second gear. Seems to be right before the shift. I thought maybe transmission but it does it also in part/neutral at the same rpms. I added gum out complete fuel system cleaner and it doesn't seem to have helped. Any ideas on what this could be. The car is new to me and I am about to change plugs but wires I can not seem to find.
I love the car and I just want it running right 100%

Also at about 30mph the steering wheels moves back and forth, not really a shake but more of a pull to left and right but the car does not move, just the wheel...bad tires? allignment? any ideas? Thanks so much!
