95 blazer fuel problems.

I just bought a 95 blazer 4.3 4x4. 140k on it. Its got a rough idle and sputters and pops untill about 2500 then clears out. it sat for a yr and a half. put new fitler on it and helped a little bit and put seafoam in it and that helped quite abit also. Its got a lean pop but pours out black smoke. help? The check engine light is on. How do u check that what scanner do i use. Because the OBDII just showed a Error when trying to read it. HELP!
