I saw an old closed thread about this, but I have another question. When trying to access the release clips to change the filter, there is a black plastic shroud covering the clips. How is this removed so that I can get to the release clips?

Thnx

That could be just the cover to protect dirt from entering the clips inside
squeeze that plastic piece push it in towards the filter at the same time rotate that plastic piece while pulling the filter away. I know who said that it is a quick disconnect?:headshake

do you mean squeeze the black cover? If so, it doesn't squeeze. It will spin and you can push it toward the filter, but it will not squeeze.

ok then skip squeeze part and do everything else that I told you

You should be able to squeeze something, basically this is how it works inside of your fuel line are several tabs positioned around the head of the filter tube when you squeeze the plastic piece it acts like sea saw meaning the other end will expand and will lift (unlock) tabs that is touching at that moment that is why you have to rotate it while you keep it squeezed and while pulling on your filter away from the line when you rotate you are unlocking other tabs and while you are pulling it away you are preventing the tabs that you unlocked from locking again. If you do it right and make 360 degree circle you are done.
