So heres the deal ... I have a 04' dodge neon srt4. Lately when I "get on it" or do pretty much anything but "baby" it and then I press in the clutch and apply the break it will rev up on its own. Then as I slow down it will slowly rev back down, when it revs all the way back down to normal it will then start trying to act like its going to die out ... it hasnt yet but it acts like it wants too ... Any suggestions ??

Welcome to the forum, sorry to hear about your trouble. Sounds like a throttle position sensor situation. There is actually a problem with the wires leading to the tps.

Yes it is a very cheap fix. The kit calls for you to cut three wires and unplug and connect...resoder in 3 wires and plug in a new connector. It took me about 15 mins. when I did mine.
Here's a link to what you need:

Let me know if you need any help when it comes down to the install.

start the vehicle and wiggle the wires by the tps and check

Where is the TPS located ? And should I replace the TPS as well ... or just the harness ? What would you suggest?

Open the hood and find the intake manifold. Start following it to the right side of the car where it connects to a black pipe. Right where it connects, at the throttle body, there will be two connectors. The one that you need to focus on is the lower on with the orange wires coming out of it. First just try the harness fix and then go from there. Almost every srt I have come in contact with has either had or needs this fix...it's a VERY common srt-4 problem. And as hundahunta suggested, try starting the car and wiggling these wires. Most times if the harness is bad then the car will start acting up, NOT ALWAYS THOUGH! So keep that in mind too. Mine never acted weird when I messed with the harness but the rpms still hung and what not.

I have the same issue with my car and it's due to a vacuum leak. The TPS sensor may be the issue, but if you had the car in at any time under warranty in the last 5 years they would have fixed it due to a service bulletin about failing TPS sensors. If your check engine light on I would take it to auto zone and see if they can pull any codes from it. If you have overboosting or a vacuum leak the PCM will code it. At least that is what mine did.
