00 neon cold weather plug fouling

2000 Plymouth Neon
2.0L 16 valve
My wife's Neon has not been starting after temperatures in my area have dropped below 0 deg. I turned the key and listened for the fuel pump - then checked for fuel pressure, when I pushed the valve under the hood got some gas to come out.
The two middle spark plugs have been fouling - there is moisture frozen to the plug wires on these two, and after removal the threads smell strongly of gas. I don't know why I am not getting spark. After replacing the plugs the car will start, but only until the next time the temperature drops.
