wheel spacer question

My son has a 2001 sebring LXi. He bought it used. Anyway the rotors were replaced and I suspect they had spacers mounted that were tossed.
The car came with aftermarket wheels and rims 17x7 RSS Diawa rims.
Now with these wheels in place turned to the extremes the rims rub on the steering linkage. Thus the need for spacers?
What to do now? Because the tires are practically new (and costly) I believe spacers are the best way to go???
In researching I am getting conflicting info on the lug pattern 5X100 57.1 or 5X114.1 67.1??? Hubcentric the best way to go. TCS products or any others on the short list.
Any special tools. Will the original studs need to be replaced? Any insight into this would be appreciated
