2000 Caravan electrical issues

Looking for help with this problem:
When the van is not running nothing works (interior lights,power locks,headlights etc) basically anything that is from the constant 12 source. When the vans engine is running everything works like normal. I have checked the fuses under the dash and under the hood all is good. Done limited wire tracing and found nothing obviously wrong. Could this be the BCM? or is there something else I should check?
Not sure if it's related but the radio would work intermittently when this problem started but after a while stopped working completely.

Ya, the BCM. Sounds like it's snoozin when it shouldn't. The BCM provides the grounds for the various relay coils. Try a reset by pulling the IOD fuse in the PDC next to the battery for 2-3 minutes. Might be marked "Memory".

$100 from a junkyard, $250 off the internet, more than $300 from a dealership. Need to have it's software updated at a shop or dealership.

Thanks, everything is back working again. when I pulled the IOD fuse the fuse was actually in pretty bad shape, when it was tested it was fine but one of the "legs" of the fuse was separated from the body of the fuse so it gave an intermittent connection. swaped fuses and everything is back.
