Lower control arm bushing question

Hi, I have had a screech (rubbing) sound with a slight clunk in my front end at low speed. I have replaced the struts and lower control arm bushings. I noticed that when I removed the control arm, the vertical bushing had thread marks stamped inside the ID of the bushing center from hitting on the bolt threads. This would be caused by the bushing being able to move around freely on the bolt holding it in. When I removed the bolt, I also noticed the threads were slightly damaged from the bushing rubbing against it. The new bushing center ID also fits loosely around the bolt, even where the threads are like new. I am guessing that my bushing bolt was not tight enough to smash the frame area against overall length ends of the bushing center thus allowing it to fit somewhat loosely around the OD of the bolt threads? Is there something else that is supposed to prevent the bolt and bushing center from having slop in it? I tightened the crap out of it upon installation of the new one and yet to drive it to see if my rattle went away. Do I need to weld up my bolt and turn it down so it fits snugly inside the bushing? Also,, Can someone tell me what size a 2001 malibu LS sway bar is? 22mm?? I am going to replace the sway bar to frame bushings to see if this also stops the rubbing grind sound? Any ideas anyone on any of this? Thanks in advance for your help !
