1995 f150 E4OD no OD

I have a 1995 f150 4x4 with E4OD. The tranny shifts hard going into 3rd ( about 3200 rpm's@37mph) but will not shift into OD. The light works on shift lever turning OD off and on. Fluid, filter changed about 20k ago.
