Power Steering Fluid leaking - from line

The powersteering fluid is leaking (from the line somewhere- 94 Caprice 9C1). I'm not sure if its the high pressure or the low pressure, but the seems to be coming out around where the radiator is at the bottom. Whenever I drive it, it leaks, most specifically, it drips in the section where it curves and appears to have some kind of clip around it.
I felt it there, but there doesn't appear to be a crack or anything, so it looks like its running out from where the radiator is, but running along the line and dripping once hitting the bracket.
Once topped up, the power steering is fine, no noise, easy to turn.
I'm guessing it might have been caused by when I ran over a speed bump of ice. Is this something easy to fix? Or expensive to replace? I tried doing a search but couldn't come up with anything

this is most likely the power steering cooler line...this runs under the radiator from the passenger side power steering res. to the power steering gear on the driverside....
this line has no pressure so it is most likely got a hole in it...
the power steering res needs to have the fluid sucked out then remove this line inspect for leaks/holes....if it don't look rusted but has a small hole this can be repaired with epoxy, if sanded and cleaned properly,,,or just replace ...
this will require you to properly fill the power steering system...with both wheels off the ground fill res. and go full rt/left and continue to fill the P/S res...
do not do this will any front wheels on the ground pump will get damaged..

I actually just took it to the mechanic and was able to see it with the car hoisted... it is leaking due to rust basically so I'm just getting the whole line replaced (the part is ~$120 Cdn) + ~$70 labour.
