2001 lumina wiper problem

My 01 Lumina has a wiper problem...
First my wipers won't work at all & there was a burning smell.I founf the wiper fuse to be open,I put a good fuse in & still didn't work,but it didn't blow.
I then purchased a remanufactured motor,reattached-wipers would move in "hi speed" & even then didn't have full range of motion(wipers went up windshield about 2",then back then repeated cycle.
I thought the pulse brd is bad also-so I got one of them at a salvage yd (couldn't get at autoparts store) I put that together & still does same thing. This time I noticed that the wiper sw have to turn off & on several times to get it to go,or even put the turn sig on to get wiper motar on.
The trannsmission linkages are all greased & I even disconnected linkage to motor & it still doesn't seem like it has the right travel.
Any ideas ?
