What brand fuel pump installed?

Have you checked the fuel pressure for leak down? Restrict the return flow hose to test if it is the pump or fuel pressure regulator. Do a search for fuel pressure test by MT-2500, exellent procedure to reference too.

Did it have the same problem before new pump?

I agree do the fuel pressure test. We just changed out a 99 model 454 because the fuel pressure regulator failed and filled the motor with gas, locking the engine. The regulator is external on the big blocks, much easier to acess than the small blocks. I have the 454 vortec core that was replaced by a GM long block. If anyone needs one, it ran well with 40-60 psi oil pressure before being replaced. Owner wanted a "new" motor.
