89 Prelude passenger side front/back turn signals not working?

89 auto with alot of miles. We had alot of snow here in Portland a few weeks back and shortly after the turn signals quit working on the right side. Both driver side front and back still work as normal though.
-The lights do not flash.
-The turn signal arrow light in the dash does not flash.
-But you can here the turn signal clicking like it is flashing but the clicking is extremely fast.
I have changed both the bulbs and the in car signal fuse to no avail. The rear bulb was pretty corroded, i cleaned/scraped its holder as best i could.
I have not tested for power yet, i am not very good with electrical (aka i know nothing). My dad was saying there is a "flasher somewhere by the fuses about the size of a medicine bottle. He said there should be two different flashers, 1 for the signal lights, and 1 for the hazard lights which i have not tried yet...duh. So if the hazard lights work than it may be the flasher for the turn signal? Also my dad is not familiar with hondas so this may be different than what he is thinking. I will check all this either tonight or tomorrow after work but any extra advice would be much appreciated. Thanks
