Seatbelt stuck

Any ideas on how to get the passenger side seat belt to move. It is stuck "mid" range --- to short to plug into buckle. and wont budge to go back in. Actually looks like the belt going into the assemble is a bit to the side -- took the screw off the plastic mount on the seat but not sure how to remove it to look inside. Do not want to snap something off!
