1997 Explorer Wipers

I am having an issue with the passenger side wiper. When it parks, it is down on the cowl panel. During the winter it always ices up and won't clear the window.
I pulled the arm off and thought I could turn it one spline, to it higher. Unfortunately, the hub is a contoured shape and not splined like 99% of other autos.
Drivers side parks just fine.
Can the park position be adjusted thru the linkage?
