hood pin question

I cant find a hood latch for my 91 crx I have the secondery latch but no where can I find the locking latch, do hood pins hold the hood down tight like the latch or will there still be some in the hood, I am thinking hood pin locks insted of the latch

Properly adjusted, pins and pin locks will both hold the hood down, sometimes tighter than the OEM latch did.
Just remember that they have to be anchored somewhere that won't easily flex, and they have to be adjusted properly so that the holes for the lock pins are just visible when the hood is closed, and a little pressure on the hood surface is necessary to actually seat the cotter pins in the pin that comes through the hood.

Like Dropzone said, they have to be adjusted. I had mine mounted to the radiator support by the headlights. If you go this route, I would suggest having a grinder of some short just to cut a square area out of the back of the hood. Because of the angle the hood comes down, it is tricky to get a hole drilled through both pieces of metal on the hood(if you end up on one of the braces).
Drill your holes for the pins wherever you decide to mount them. Install the pins and lower the hood, find where the hood meets the pins. If it is on a bracing part of the hood, I would cut a small square out so the pins can pass through it. Once you get that done, lower the hood again, check that they pass through the hole you just cut.
Now the easiest way to find where you need to drill....take a rubber mallet and with the hood down, tap where the pins are at. It will create a nice little indent to show where they are. Now that you have an indent, take a smaller drill bit and drill it out from under the hood.
I would suggest getting a "step-out" drill bit instead of just a big drill bit the size you need. With this thin sheet metal, the big drill bit will make a mess of things. A Step-out bit will make a nice clean hole, and if you need it a different size, its easy to go to. Just don't force a step-out bit that much, they do over heat easy.
