Has the cooling system been flushed? Is there air in the cooling system that needs to be blead out? Is the head gasket blown? (stupid question) but is the t-stat in in the correct direction? Do the cooling fans turn on?

It also sounds to me like you have blown out a headgasket from the combustion chamber into the water jacket.
This will boil the coolant internally (~800 psi peak cylinder pressure vs. 50 psi maximum pressure in the water jacket).
Also keep in mind a 3100 has iron block and aluminum heads which tend to "scrub" the head gasket into failure (over a long period of time) due to the different expansion rates of the metals.

I'll add myself to the list of people that believe you have a blown head gasket.
