01 s-10 blazer blower motor

I can not get the "position 4" to work on the blower fan. I have replaced that blower (bad bearing) and the resistor pack. Any ideas? the control knob seems to be okay. What else is in this circuit, that would be special for high speed?

The circuit uses a separate fuse and relay for high speed.
