Carb problem?

i own a 1985 s10 blazer 4x4 with 2.8 v6 and 2 barrel rochester. i have been having a problem with starting it since i bought it. it takes any from 2-20 cranks to get it going, depending on the last time it was started. it has new plugs and wires, and rebuilt carb. i think it may have something to do with the float. help would be greatly appreciated.

With the engine not running and cold, take the lid off the air cleaner off and look down inside the carburetor & open the throttle wide open.
Did the choke flap completely close?
With the engine still off, if you hold the choke flap open and open the throttle wide open, you see a good stream of gasoline shoot out of the side towards the center of each barrel?
