from stop or under load and when turning could it be a cv joint

I have the same issue with my 98 cavalier. I used to take to Chevy and they would tighten something in the sterring for free. But i have not done that in about 3 years now. It still clunks just like you describe but I have no problems. All i know is that something comes loose in the steering set up but never seems to get worse.
If you find the answer let me know.
