is it difficult to replace blower motor resister, for someone with mechanical knowledge?

2000 Taurus / manual controls, with water seepage,and possible resistor damage ,apparently from a bad windshield seal. I did smell a carbon-like aroma thank you

Obviously you'll want to repair the source of the water before installing a new blower motor resistor. Also, check the level of the engine coolant to make sure the liquid isn't coolant from a leaking heater core as well as making sure the drain for the evaporator is not plugged.
The blower motor resistor is not hard to get to, according to the service manual for the 2002 model year, which should be similar to your 2000:

Removal and Installation
Remove the right-side instrument panel insulator (046A42). (This is the black plastic appearance trim panel below the glovebox that covers the HVAC plumbing)
Remove the blower motor resistor (18591).
Disconnect the electrical connector.
Remove the screws.
Remove the blower motor resistor.
To install, reverse the removal procedure.The wire colors connected to the resistor are Orange/Black (big), light green/white, yellow/red, and black.

You need to check with your Ford dealer for the repair kit to stop the water leakage. If you don't the resistor and possibly the motor itself will go bad again. I have repaired these in the past, and it is pretty easy.

No it was not part of a recall. it is not the winshield leaking. It comes with a redesigned plastic piece that reroutes the water at the passenger side bottom of the winshield. I did not have to unclog evap drain.
