ABS Quick Question

Have a '99 Conti. Live in WI where it has just dumped a crapload of snow on us over the last couple of weeks.
My question is, when starting off from a full stop the traction control kicks in and it makes a whining kind of noise. This happens when I hit the brakes and slide too.
This is my first car with 4-wheel ABS, I'm only used to 2-wheel ABS in my other cars / trucks. Just wondering if that's normal. There's no lights or codes given, but the noise doesn't sound right.
