i have a 1999 regal gs 3800 --my led's in the dash are out --the drive ones thru overdrive--plus the miles--how can these be fixed.

That is a bummer. Either replacement of the IP cluster with a new or used one in most cases. Problem with a new or used IP cluster is you will need the odometer module reprogrammed with the last known mileage. However, a few companies repair the IP cluster but it will need removal and sent off to them. Other option is a possible DIY fix that may work. Let me know if you need it to review.

The IP cluster is easy once the dash bezel is removed. That black plastic piece that runs from left to right. Once the bezel is removed the cluster assembly has a few plastic retainers that you remove. Once those are removed then just undo the electrical connectors.
