Key programming problem

Took my daughters 2005 4Runner to a locksmith to get a new black key cut and programmed. He was able to program the key but could not start the vehicle. He even tried the ignition and door closing technique but it didn't help. After about 30 minutes he gave up and said the problem was with the key not being the right one. The original key has a dot and the new one did not. If that is the case then why was it not mentioned before he did all the work. My question is the key ruined? Can it be reprogrammed or is it a one time programming? The new key is a toyota key not an aftermarket. Is there a recourse I can take to get this key to work? Thanks
