Rear Defogger -- Stumped

My sister's rear defogger has been a pain in the a$$ since the (passenger side) metal tab has fallen off (twice). It is now reglued back into place but still not woking and I don't know what to do next.
Here is what I know so far when the system is on:
1) Power to the driver side tab is 12V+ (measured to ground)
2) Power to the passenger side tab 12V+ (measured to ground)
3) Back probe the passenger wire to ground 0V or sometimes negative reading
4) Bypass and placed in own ground wire and probe connections measure 0V
Should there be a voltage drop when going through the window grid? I had to re-glue the tab in to a different spot on the passenger side do you think it is somehow now bypassing the grid?
Any suggestion would be appreciated.
Thanks.

As you go along the glass wire the voltage should drop, if you have no voltage at some point a wire is broken. Confirm the ground side continuity, there should be votage reading on the gd side of course.
