Broken Lighter and Button Lock

Hello,
I have two problems that I'd like help fixing. I have a 2000 Grand Marquis.
1) My lighter doesn't work. I try charging my GPS and it doesn't work. How do I troubleshoot this and work to fix this?
2) For some reason, my button unlocker doesn't work anymore. The one that you can enter a number combo in to unlock the car. It was working fine and now all in a sudden it doesn't work. How do I troubleshoot this and make it work?
On side of that, I have one other question out of curiousity:
3) On the passenger side, under the glove box, there is something similar to a lighter outlet, what is this? I thought it was another one at first, but now I'm thinking otherwise. Any ideas?

CIG LIGHTER: The first thing I'd check is the fuse, located inside the cab, on the driver's side. It's below the steering wheel, & a bit to the left-- just about where your left shin would be, while driving. The box will be just-along the underside edge of the plastic trim there-- to the right of the brake release (get on your knees, outside the driver's door & look up/under the dash & you'll see it). Remove the black plastic cover & check/replace the 20Amp fuse, that's the farthest to the left, on the 1st row DOWN from the top row.
KEYPAD ("button unlocker"): Unlock all of the doors, get out of the car, and close the door. Now, press the "7|8" & "9|0" buttons, at the same time. If all of the doors lock, then you probably have a code-error of some sort. If the doors do not lock, then it may be a fuse-related issue. If I'm not mistaken, the fuse for the keypad, also protects the power windows, interior temp control (heat&A/C), clock memory... and maybe something else too so, I kind of doubt that the fuse is the culpret here-- b/c your windows, and A/C wouldn't work, & your clock would read "12:00" every time you started the car (& I'm sure you would've noticed that/mentioned it in your post). You can check it, none-the-less. . . . . It's the 15Amp fuse, farthest to the left, on the 1st row UP from the bottom row.

I checked it, there isn't even a fuse in there, so that explains that. It down however say "16 A" under it. Are you sure it is 20 amps? I will go pick one up in a couple days and give it a go.

I have some updates, but still stuck. I have got the cig lighter working now, by simply replacing the fuse.
As far as the lock:
I pushed "7|8" and "9|0" and nothing happened. The AC, windows, clock, etc, all work fine. One thing that I noticed is that the "0" doesn't light up if I am trying to unlock the car at night.
I replaced the fuse that you described. Now, when I unlock all the doors, and get out and press "7|8" and "9|0", all the doors lock. But my combo to unlock the doors still doesn't work. What is the next step I need to take to make the keypad lock work?

From where did you FIRST acquire the code that you were using?-- I mean... How did you know what numbers to press, the very first time you used the keypad? (lucky-guess?! LOL)
If you got the combo from the previous owner, & he/she wrote it down or just verbally told you what it was, chances are they gave you some code that they made up-- then it got erased for whatever reason (irrelevant/fixable).
Programmed into the system, is a "factory-code". This code stays the same for the [presumed] life of the car. You'll be able to program at-least 2 (maybe more-- don't remember...) 5-digit codes of your chosing, once you acquire the factory code. Or, you can just use the factory code... if you don't wish to pgm your own.
On one of the two trunk-lid hinge-arms, there should be a small sticker with a 5-digit code printed on it; THAT's your "Factory" door-unlock code!
If it's not there, look all-over the inside of the trunk-lid's metal/moving parts (trunk-lid, hinges, tension-rods, etc)-- sometimes they get misapplied, during assembly; I guess. If you still can't find it, check inside the your Owner's Manual dust cover. The code won't be inside the paper manual itself, it'll be printed on a small plastic card, about as wide as a credit card but, about 1/3 the height.
STILL no luck? I THINK there are two more places you could find it but, I can only think of one: on the Driver's Door Module. It's a black plastic box, INSIDE the driver's door-- access to-which, is gained through the removal of the interior door-panel; which I would advise against, unless you're specifically familiar w/ how to do so.

Thanks for the reply! The code I am using is the one that is found on the hinge of the truck, the factory code. It isn't working, but used to.
One thing I noticed is that at night, all the buttons typically light up when you press one, this way you can see them. All the buttons light up, except the "9|0" button. My code includes a "0" at the end, so I'm guessing this is affecting why it isn't working. I replaced both fuses you suggested.
Where do I go from here to fix this? Thanks for your help!
