98 Sebring LXi starting problem

1998 Chrysler Sebring LXi 6 cyl with about 90K miles won't turn over about 50% of the time. It revs when turning the key but won't turn over.

The other 50% of the time it turns over smoothly and runs great thereafter. Has new battery and has been running great.

Any suggestions/hints greatly appreciated.
