2001 Wipers stop in wrong area

After our last ice storm I tried to use my wipers while they were still frozen to window and they didnt move, twice this happened and finally they let loose. Now tho when they stop, they stop at the top of the wipe, straight up and down, instead of back down under the hood. I tried loosening the nuts and resetting them on the rest and that didnt work. Anyone know what has happened?
