Air bag light

I have a 1991 Grand Marquis that has the air bag light flahing six flashes in a sequence. The horn does not work also. This all happened after a guy replaced the steering box and disconnected the alternator harness wires at the junction versus on the alternator connections. He said he also disconnected the battery. Now this BS.. Have replace battery before and not had this crap ever. Whajt the hell is going on??? Checked fuses and the horn fuse is also for cig lighter. fuse good lighter works but no fricking horn.

Flashing air bag light, no horn, what about cruise, have to change the 15 amp fuse in the engine compartment? It's the clockspring it's behind the steering wheel.
