How do I program remote on 2000 without 1 working remote?

My understanding is that in order for the process turning the key to on 8 times requires at least 1 working remote.
Can anyone tell me if there is a way to program a remote if there is no working remote (without paying the dealer).

It is probally like GM and Chrysler,done with the factory scan tool only.Most newer factory remotes are this way,1999 and up.

Do you have the owner's manual for the car? If so, the step to reprogram keyless entry remotes is listed on page 63 of the owner's manual.

When my jeighbor needed another remote key fob, I got then on Ebay for $25.00. Lot better than the Dealer's price !!!!

When I programmed the remote on my taurus, I had to do both of them so they both worked. So not having one shouldn't matter, as long as your key works.
