Is that even legal where you live, what says the DMV?

Tinting lights? Easy. Simply find the tinted light modules you want, and then replace your factory parts with them.

Bavauto (http://www.bavauto.com/) has them. Select lights, then clear and smoke, and pick your car.

But personally, I'd rather put the money into a new set of springs or an intake.

Ok, thanks for advice. I am just wondering about tinting. Could you tell me please more about (new set of springs or an intake.), and maybe something else that I need to know about my car?

Thank you in advance for your help :)

A set of performance springs (like H&R) will improve the car's handling, and lower it a bit. An intake can reduce air restriction to the engine, and add a little more power. These are performance upgrades, instead of appearance upgrades.

If you're looking for ideas of projects you can do on your BMW, I highly recommend this book (http://www.pelicanparts.com/catalog/shopcart/BOOK/POR_BOOK_101pro_pg3.htm).

You can tint the lights for much, much cheaper than buying a smoked headlight/taillight set ups. If you avoid eBay, a number of reputable companies provide tinting films that, with patience, can be installed easily and look very good. Or there is the good old fashioned scuffing and painting.

What year and model do you have?

Is this even English? I have no idea what you are saying. The 3er is a girl's car, I get that. What is the "real talk" supposed to mean? Finish your sentence, it'll make life much easier on you.

I guess I can't see tinting lights. Why tint the headlights when people spend so much money on the xenon (HID) lights to get the light color to 5,000 Kelvin to produce such usable light? All the tint does is to "look cool"~to some. Why diminish what a bunch of German engineers spent all that time to figure out in the first place. In this case, form will not follow function.

Blackout's look stupid, but just puting a slightly darker shade of film on them, I think looks ok. Also, getting a thick enough film will reduce chips/nicks to the headlight assembly. New assemblies aren't cheap, on a good friend's STI, they are $900 a piece.
