A friend wanted to register his Geo Metro as a motor cycle. He wanted cheaper insurance and registration.

Cheaper insurance?
I'm surprised anyone would give it insurance cover.

First of all, insurance goes by the VIN.
Secondly, motorcycle insurance isn't always cheaper than car insurance.
Thirdly, if I were an insurance company, I would run away from that car.
