Low beams stopped working - at once

My 03 VW Jetta TDI low beam lights are not working (fuses checked and fine) only the high-beam (only when you depress the signal switch). Could it be a relay problem or a switch problem? The low-beam lights went out all of a sudden. Please advise.

both bulbs probably burnt out. It does happen. Check the bulbs
