cooling fan coming on before engine is started. Air conditioner in off position.

OK, could be a bad switch, relay, other things. Could you give some more vehicle details?

Is this AFTER the vehicle has already ran for a while...I.E stopping at the grocery store and returning to the truck? If so, this is normal.
