vehicle wont start fried 2nd pcm

ok i have been working on an 95 acclaim 3.0 that will not start. it came in on the hook as a no start. had no power to asd relay and the check engine light would not come on with the key cycles. every thing led to the pcm which was already replaced once before. replaced pcm fired right up drove it around shut it off poped the hood to clean the throttle body went to fire it back up and same thing no power where needed and no engine light. have checked all the infamous splice connection spots just past the battery for shorts, grounds, etc.
any one have any ideas i have run out.:banghead:
