98 Jetta TDI Headlight/Blower/Wiper Failure

I have a '98 Jetta TDI. When it's cold out I lose my headlights, my blower (heat/air), my wipers. It will go out then come on, on off, on off. If I depress my highbeam switch I have highbeams and the blower will come back on. However, I have to hold it there, I can't just turn on the hi-beams and have it work. So I have to drive around holding on the hibeams but at least I have headlights and I am not freezing to death. Eventually the regular lights will work again. This has never happened when it's above 45 degrees out. If it rains and is cold it will also happen.
Please help - I have no idea what is wrong! When it's warm or cold out I will have intermittent radio issues (turns off and on) and also some horn and lock issues. Horn won't blow. Key will unlock all doors but will only lock drivers door.
I am really praying I don't have a horrible electrical issue that I won't be able to afford to fix! Plus I can't drive when it's dark now. :disappoin

have you replaced the ignition switch electrical portion before? if not I reccomend it.
