95 elcipse electrical timing

We just changed my water pump, alternator belt, power steering belt, and timing belt. The timing belt marks are aligned and the car still won't start. We think the electrical timing may be off, but can't find where to adjust it. Can anyone help?

What motor is in the car? 420a or 4g63?
