2000 odyssey no tail lights fuse keeps blowing!

When I put in a new fuse #10 in right side kick panel fuse box it keeps shorting the fuse. Any ideas where its grounding the circuit at?
I think it could be the wiring to the trailer hitch. If not any ideas guys?
When I turn on head lights they work, but no tail and side marker lights.
