high idle on cold start

Since it has gotten colder up here in Minnesota, my 1995 LeSabre on cold start,idles extremely high. If I try to drive it , it chugs,misses,lurches.Once the motor warms up, idle is normal. When the engine is warm , on start up it idles normally.
Any Feedback is appreciated. I could move to Hawaii where its warmer,then no cold starts anymore.

Have you cleaned the idle air control (IAC)?

I found this issue on my 96 Lesabre, follow the vacumm line from the brake booster to the UIM. There is a plastic fitting that goes into the UIM. This fitting has an O Ring that might have lost its shape. When I checked mine the O Ring was not larger than the dia which it is meant to seal. This could result in a vaccum leak which will rise the RPM.
